Before she wore the jaguar clasp, Amara was Seya, a young channel surveyor who signed an emergency diversion order. She believed the figures in front of her. The river exposed what those figures left out. The official inquiry named procedures, circumstances and committees, but not the woman who would later become queen. Amara allowed that omission to stand.
Rian remembers the evacuation from the ferry landing. His boat was requisitioned, damaged and recorded as a voluntary contribution. Now a broken grain tally gives him a reason to question the account both cities accepted. He will work with Amara, but only if the records are shared, witnesses can speak freely, and affection cannot purchase silence.
Their alliance draws them out of the palace and into the practical life of the river cities: a gardener’s kitchens, a surveyor’s field copies, a warehouse across the water and the receipts people kept when official promises failed them. Each discovery asks them to distinguish an error from a deception, a genuine seal from an honest instruction, and useful certainty from a comforting performance.
As trust grows between them, a new threat tests the city’s ability to act before every question is settled. Amara must face the possibility that telling the truth will cost her the crown. Rian must decide what representing his city means when its leaders prefer a profitable silence. Neither can build a future with the other by making ordinary people pay for it.

Councilor Nima read the travel restriction twice.
“I did not sign this,” she said.
Varek pointed to the standing emergency powers granted to the stewardship during shortages. The clause had been renewed each season without debate.
Amara knew. She had presided over two renewals.
“We cannot suspend every safeguard because it inconveniences an investigation,” Varek said.
“No,” Nima replied. “But we can examine who the safeguard protects.”
The hearing lasted until the afternoon shadows crossed the council table. Rian stood at the end reserved for foreign petitioners. Amara sat beneath the carved jaguar. They were separated by twelve seats and a treaty that treated private trust as a potential act of treason.
Rian proposed a joint inspection of the old landing, witnessed by Captain Tovan and the clerk. No new agreement would be negotiated there. Findings would be copied for both cities.
Varek objected that such an expedition would imply the queen doubted her own officers.
“I do doubt an officer,” Amara said. “I do not yet know which one.”
Nima lowered her eyes to conceal a reaction.
Permission passed by one vote.
Afterward, Amara found Rian waiting beside the empty audience platform. He held two travel permits.
“You could have ordered them,” he said.
“And taught the council that a rule matters only when it agrees with me.”
“You have become less certain.”
“I am told it is unattractive in a ruler.”
“By people who prefer not to be questioned?”
She looked at him then, not at his documents or the distance between their cities. There was warmth in his face, complicated by everything they had not resolved.
“This inquiry cannot become an exchange,” he said.
“Your silence for my affection?”
“Or my city's grain for yours.”
The directness should have offended her. Instead it allowed her to breathe.
“No bargains of that kind,” she said.
He offered the permit. Their fingers touched briefly as she accepted it, and neither pretended the moment had not happened.
Then Lio came hurrying across the court.
The missing dispatch tablet had been located, according to a new message. Varek offered to present it before they departed.
Rian read the note once.
“How convenient,” he said.
Amara folded her permit carefully.
They would inspect the tablet. And whatever it appeared to prove, they would still visit the landing.
