Before she wore the jaguar clasp, Amara was Seya, a young channel surveyor who signed an emergency diversion order. She believed the figures in front of her. The river exposed what those figures left out. The official inquiry named procedures, circumstances and committees, but not the woman who would later become queen. Amara allowed that omission to stand.
Rian remembers the evacuation from the ferry landing. His boat was requisitioned, damaged and recorded as a voluntary contribution. Now a broken grain tally gives him a reason to question the account both cities accepted. He will work with Amara, but only if the records are shared, witnesses can speak freely, and affection cannot purchase silence.
Their alliance draws them out of the palace and into the practical life of the river cities: a gardener’s kitchens, a surveyor’s field copies, a warehouse across the water and the receipts people kept when official promises failed them. Each discovery asks them to distinguish an error from a deception, a genuine seal from an honest instruction, and useful certainty from a comforting performance.
As trust grows between them, a new threat tests the city’s ability to act before every question is settled. Amara must face the possibility that telling the truth will cost her the crown. Rian must decide what representing his city means when its leaders prefer a profitable silence. Neither can build a future with the other by making ordinary people pay for it.

Rian's compensation hearing took twenty-three minutes.
He had expected to be pleased by its efficiency. Instead he thought about the seven years that had preceded it.
The panel accepted that his ferry had been requisitioned rather than volunteered, that the damage had been documented, and that payment had been diverted through the transport fund. His claim would be settled under the same schedule as the others.
Nobody asked him to describe his relationship with the queen.
Nobody suggested that his recent public usefulness entitled him to priority.
He left with an ordinary receipt.
At the landing, he found Amara waiting beneath an awning. She wore the jaguar clasp over her plain coat, and for once the combination looked natural.
“How did it go?”
“Twenty-three minutes.”
“That sounds good.”
“It is good. I am also angry that it could have been good much sooner.”
She nodded.
They watched a crew unload baskets of fruit. Rian had always imagined that compensation would help him recover the life interrupted by the damaged ferry. Now he was no longer sure that returning to precisely the same work would be an act of recovery rather than habit.
“What do you want to do?” Amara asked.
“Help establish a river records office. Somewhere claims and contracts can be checked before they become legends.”
“Here?”
“Between the cities. With a board that includes the ferry operators.”
She smiled. “You have thought about this.”
“Frequently while people were giving speeches.”
He would apply for the position if the office was approved. Amara would take no part in selecting him. If he was not chosen, he would find another way to work.
The boundaries did not make the conversation colder. They gave it somewhere honest to stand.
As they walked back toward the market, he asked whether she was free on the following afternoon.
She reached automatically for her schedule, then stopped.
“I will check,” she said.
He laughed.
It was the first invitation between them that did not conceal a crisis.
