Before she wore the jaguar clasp, Amara was Seya, a young channel surveyor who signed an emergency diversion order. She believed the figures in front of her. The river exposed what those figures left out. The official inquiry named procedures, circumstances and committees, but not the woman who would later become queen. Amara allowed that omission to stand.
Rian remembers the evacuation from the ferry landing. His boat was requisitioned, damaged and recorded as a voluntary contribution. Now a broken grain tally gives him a reason to question the account both cities accepted. He will work with Amara, but only if the records are shared, witnesses can speak freely, and affection cannot purchase silence.
Their alliance draws them out of the palace and into the practical life of the river cities: a gardener’s kitchens, a surveyor’s field copies, a warehouse across the water and the receipts people kept when official promises failed them. Each discovery asks them to distinguish an error from a deception, a genuine seal from an honest instruction, and useful certainty from a comforting performance.
As trust grows between them, a new threat tests the city’s ability to act before every question is settled. Amara must face the possibility that telling the truth will cost her the crown. Rian must decide what representing his city means when its leaders prefer a profitable silence. Neither can build a future with the other by making ordinary people pay for it.

The waiting days were less dramatic than the hearing.
Amara worked in the copying room. Rian returned briefly to Mirren to complete the ferry claims. Suri argued for permanent funding for the ward kitchens' emergency stores. Eda supervised the revision of the river maps by people qualified to do the work.
Nobody was granted the luxury of living entirely inside the story of the queen.
One afternoon, Pela brought the jaguar stamp to the committee with a proposal attached. No disposal order should be stamped without a recorded authorization, a named reviewer and a place where the affected person could request a copy.
She had written the procedure in plain language.
“I know where the confusion enters,” she told Nima. “I would like to be useful in keeping it out.”
The committee accepted it for public review.
Lio posted the proposal beside the records desk. Someone immediately found an ambiguity. Pela returned the next morning with a corrected version.
Amara watched the exchange with a strange, almost wistful pleasure. It had none of the grandeur she had associated with reform. It had the possibility of surviving a change of ruler.
At sunset, a child who had sheltered in the palace hall brought her a drawing of a jaguar with very large ears.
“So it can listen,” he explained.
She thanked him and placed it beside the closed case holding her clasp.
A messenger arrived from the panel before she could decide whether that was sentimental.
The findings were ready.
They would be read publicly the following morning, followed by a separate decision on the crown.
Suri found Amara standing with the notice in her hand.
“Do you want company?”
“Yes.”
“Advice?”
“No.”
Suri sat beside her.
For once, nothing useful needed to be said before the night could pass.
