Before she wore the jaguar clasp, Amara was Seya, a young channel surveyor who signed an emergency diversion order. She believed the figures in front of her. The river exposed what those figures left out. The official inquiry named procedures, circumstances and committees, but not the woman who would later become queen. Amara allowed that omission to stand.
Rian remembers the evacuation from the ferry landing. His boat was requisitioned, damaged and recorded as a voluntary contribution. Now a broken grain tally gives him a reason to question the account both cities accepted. He will work with Amara, but only if the records are shared, witnesses can speak freely, and affection cannot purchase silence.
Their alliance draws them out of the palace and into the practical life of the river cities: a gardener’s kitchens, a surveyor’s field copies, a warehouse across the water and the receipts people kept when official promises failed them. Each discovery asks them to distinguish an error from a deception, a genuine seal from an honest instruction, and useful certainty from a comforting performance.
As trust grows between them, a new threat tests the city’s ability to act before every question is settled. Amara must face the possibility that telling the truth will cost her the crown. Rian must decide what representing his city means when its leaders prefer a profitable silence. Neither can build a future with the other by making ordinary people pay for it.

The inquiry summoned the seal keeper.
She was an older woman named Pela, who had spent twenty years ensuring that official impressions were clear enough to read. Until recently, nobody had asked her whether the words attached to them were true.
“The stamp was genuine,” she said of Beren's token. “The instruction came through the steward's office.”
“Did it carry the queen's written authorization?” Nima asked.
“It carried the steward's assurance that authorization had been given.”
Pela set her hands in her lap.
“That was the usual procedure.”
The phrase passed around the chamber. Amara heard it as something more disturbing than an excuse. It described a habit so ordinary that nobody had needed to hide it.
The jaguar's authority had become a voice that could be borrowed.
Lio assembled the relevant entries: withheld grain, the false restoration transfer, the failed warning dispatch, the disputed emergency purchases. Not every document had been personally stamped by Varek. Several had moved through assistants who understood that their role was to make an instruction look complete.
The committee distinguished deliberate falsification from routine compliance and from mistakes that had been corrected when found. It was slower than blaming an entire office.
It was also more difficult for the actual decisions to disappear inside collective guilt.
Pela asked whether she would lose her position.
“That has not been decided,” Nima said. “Your evidence will be considered, including the procedure you were instructed to follow.”
Amara thought of all the times she had admired a smoothly functioning court.
Later, she asked Lio to preserve the official stamp in the inquiry inventory until new authorization rules were agreed. Her own jaguar clasp remained in a cloth case, unused.
Suri found her looking at it.
“Do you miss it?”
“Sometimes.”
“Good. I would worry more if you pretended power had never pleased you.”
Amara closed the case.
On the next day's hearing list was Varek's own testimony.
