Before she wore the jaguar clasp, Amara was Seya, a young channel surveyor who signed an emergency diversion order. She believed the figures in front of her. The river exposed what those figures left out. The official inquiry named procedures, circumstances and committees, but not the woman who would later become queen. Amara allowed that omission to stand.
Rian remembers the evacuation from the ferry landing. His boat was requisitioned, damaged and recorded as a voluntary contribution. Now a broken grain tally gives him a reason to question the account both cities accepted. He will work with Amara, but only if the records are shared, witnesses can speak freely, and affection cannot purchase silence.
Their alliance draws them out of the palace and into the practical life of the river cities: a gardener’s kitchens, a surveyor’s field copies, a warehouse across the water and the receipts people kept when official promises failed them. Each discovery asks them to distinguish an error from a deception, a genuine seal from an honest instruction, and useful certainty from a comforting performance.
As trust grows between them, a new threat tests the city’s ability to act before every question is settled. Amara must face the possibility that telling the truth will cost her the crown. Rian must decide what representing his city means when its leaders prefer a profitable silence. Neither can build a future with the other by making ordinary people pay for it.

Eda returned to the old landing with a new group of survey apprentices.
Amara went with them as a visitor. She carried no measuring staff and offered no unsolicited explanation.
The teacher showed the apprentices two reports: the earlier assessment and the revised warning that had failed to reach the person making the decision. She asked what each report established and what neither could guarantee.
One apprentice said the second report proved that the first was useless.
“No,” Eda replied. “It proved the conditions had changed and the earlier report was no longer enough.”
Another asked why she had not spoken more forcefully during the inquiry.
Eda looked toward Amara before answering.
“Because I accepted a comforting explanation from people who had an interest in my accepting it.”
The admission was quieter than her usual teaching voice. The apprentices listened more closely.
After the lesson, Amara walked with her along the established path above the landing.
“I thought you would despise me when I came back,” she said.
“I was angry with you.”
“And now?”
“I remain capable of it.”
Amara laughed.
Eda stopped beside the ferry shed. Its roof had been repaired since their first visit.
“Do not make your new honesty into a story in which you can never be wrong again,” she said. “That would be the same old vanity in better clothing.”
“I will try not to.”
“Trying is acceptable. Allowing correction is better.”
At the shed, Tesa's brother was helping install a public notice board. One side would carry river updates. The other would carry schedules, payments and procedures for questions.
Amara helped hold the board while the workers checked its position. When it was secure, she stepped back with everyone else.
There was no royal emblem at the top.
She found that she did not miss it.
