Rian returned with a boat crew, four witnesses and a headache.
He had spent the journey listening to an argument about whose compensation claim had been mishandled first. By the time they reached Kavera, he had persuaded everyone that chronology was not a competition.
Amara met them at the receiving table.
She wanted to embrace him. Instead she asked whether anyone needed food, dry clothing or somewhere to sit. The answers occupied the next half hour.
Only afterward did they find a quiet corner of the hall.
“You sent word,” she said.
“Three times.”
“One arrived.”
“I will choose that one as my favorite.”
She laughed, then pressed a hand over her face.
Rian waited until she lowered it.
“You didn't send a boat after me.”
“The river officers said not to.”
“Thank you.”
It was an unusual expression of affection. She understood it perfectly.
The witnesses' records showed compensation warrants issued to a transport fund managed through Varek's office. Receipts claimed the ferry operators had received payment. Several signatures were simple marks made by clerks, not by the people named.
One witness recognized a clerk who had since become the intermediary's bookkeeper.
Tovan arranged a summons. No accusation would be decided from resemblance alone.
The bookkeeper arrived before dusk with his own retained ledger. He had believed he was recording payments made elsewhere. When payments continued to be listed after the emergency ended, he had begun preserving copies because the explanations no longer made sense.
“Why didn't you come earlier?” Nima asked.
He looked around the crowded hall.
“Earlier, where would I have come?”
Nobody answered quickly.
Lio gave him water and a place to lay out the pages.
The ledger connected the missing compensation, the grain diversion and the current emergency purchases. Not through a secret symbol or a single dramatic confession, but through dates, amounts and the same account appearing where it should not.
