Before she wore the jaguar clasp, Amara was Seya, a young channel surveyor who signed an emergency diversion order. She believed the figures in front of her. The river exposed what those figures left out. The official inquiry named procedures, circumstances and committees, but not the woman who would later become queen. Amara allowed that omission to stand.
Rian remembers the evacuation from the ferry landing. His boat was requisitioned, damaged and recorded as a voluntary contribution. Now a broken grain tally gives him a reason to question the account both cities accepted. He will work with Amara, but only if the records are shared, witnesses can speak freely, and affection cannot purchase silence.
Their alliance draws them out of the palace and into the practical life of the river cities: a gardener’s kitchens, a surveyor’s field copies, a warehouse across the water and the receipts people kept when official promises failed them. Each discovery asks them to distinguish an error from a deception, a genuine seal from an honest instruction, and useful certainty from a comforting performance.
As trust grows between them, a new threat tests the city’s ability to act before every question is settled. Amara must face the possibility that telling the truth will cost her the crown. Rian must decide what representing his city means when its leaders prefer a profitable silence. Neither can build a future with the other by making ordinary people pay for it.

Amara's hearing began the next morning.
There was no special chair.
She sat at the same witness table used by the bookkeeper, the seal keeper and Tesa's brother. Rian remained in the public benches. Suri sat beside him with her hands folded tightly enough to reveal her worry.
The panel asked about the diversion, the missing name and the years that followed.
Amara answered without attributing every failure to Varek. She had relied on an outdated assessment. She had accepted a convenient explanation for the altered inquiry. As queen, she had continued procedures that concentrated too much trust in one office.
“Did you profit financially from the grain diversion?” Nima asked.
“No.”
“Did you benefit politically from the incomplete account?”
“Yes.”
The second answer mattered because it prevented the first from pretending to be everything.
The witnesses did not agree about what should happen next. One called for her removal. Another believed she had already shown that she could change. The carpenter asked how any decision would affect the repairs still needed in his ward.
His question brought the discussion back from symbols to consequences.
The panel reserved its findings. Until then, the temporary division of authority would remain.
Amara left by the ordinary door.
Rian caught up with her beneath the covered passage.
“I don't know what they will decide,” he said.
“Neither do I.”
“I won't tell you that it doesn't matter.”
She looked at him, grateful enough that speaking became difficult.
“But it does not decide whether I want to know you,” he added.
She let herself take his offered hand for a moment.
There were people nearby. They did not hide the gesture or turn it into a declaration for the crowd.
When they separated, Amara felt no certainty about her office.
She felt something quieter about herself: she had answered without leaving Seya outside the room.
