The river exposed what those figures left out. The official inquiry named procedures, circumstances and committees, but not the woman who would later become queen. Amara allowed that omission to stand.
Rian remembers the evacuation from the ferry landing. His boat was requisitioned, damaged and recorded as a voluntary contribution. Now a broken grain tally gives him a reason to question the account both cities accepted. He will work with Amara, but only if the records are shared, witnesses can speak freely, and affection cannot purchase silence.
Their alliance draws them out of the palace and into the practical life of the river cities: a gardener’s kitchens, a surveyor’s field copies, a warehouse across the water and the receipts people kept when official promises failed them. Each discovery asks them to distinguish an error from a deception, a genuine seal from an honest instruction, and useful certainty from a comforting performance.
As trust grows between them, a new threat tests the city’s ability to act before every question is settled. Amara must face the possibility that telling the truth will cost her the crown. Rian must decide what representing his city means when its leaders prefer a profitable silence. Neither can build a future with the other by making ordinary people pay for it.

The first person to ignore Amara's request was a palace porter.
She asked for a dispatch box to be carried to the hearing room. He asked whether she had the new committee's authorization.
For a moment, habit rose in her like anger.
Then she saw how carefully he was holding himself.
“You are right to ask,” she said.
She obtained the authorization and helped him carry the box.
By afternoon, the story had reached Suri, who found it funnier than Amara thought necessary.
“You wanted a system that didn't depend on your mood,” Suri said. “Congratulations. It has become inconvenient.”
They worked together in the garden kitchens until Rian arrived with a message from Mirren.
Consul Deren had ordered him to suspend cooperation unless Kavera granted temporary control over two trading gates. The city's instability, the letter argued, justified stronger guarantees.
Amara read it and looked at him.
“What will you do?”
“Ask for instructions that don't turn hungry people into negotiating leverage.”
“Will he listen?”
“He appointed an envoy. He may regret what that means.”
Their shared smile lasted only a moment.
Rian had also been instructed to return across the river within two days. Refusal would end his appointment.
Amara wanted to ask him to stay. The words were ready, shaped by years of expecting requests to carry authority even when spoken gently.
She did not say them.
“You have obligations I cannot choose for you.”
“So do you.”
He helped her lift a grain sack onto the kitchen table. Neither was particularly good at it. Suri watched them struggle before showing them how the porters usually worked together.
For a few minutes, there were useful things to do with their hands.
Later, Rian set Deren's letter beside the food distribution ledger.
“Before I leave, I want copies of the current gate accounts,” he said. “The same private warehouse may still be receiving grain.”
Suri tapped a recent entry in her market records.
“It is,” she said. “And this time, somebody was paid on time.”
