Before she wore the jaguar clasp, Amara was Seya, a young channel surveyor who signed an emergency diversion order. She believed the figures in front of her. The river exposed what those figures left out. The official inquiry named procedures, circumstances and committees, but not the woman who would later become queen. Amara allowed that omission to stand.
Rian remembers the evacuation from the ferry landing. His boat was requisitioned, damaged and recorded as a voluntary contribution. Now a broken grain tally gives him a reason to question the account both cities accepted. He will work with Amara, but only if the records are shared, witnesses can speak freely, and affection cannot purchase silence.
Their alliance draws them out of the palace and into the practical life of the river cities: a gardener’s kitchens, a surveyor’s field copies, a warehouse across the water and the receipts people kept when official promises failed them. Each discovery asks them to distinguish an error from a deception, a genuine seal from an honest instruction, and useful certainty from a comforting performance.
As trust grows between them, a new threat tests the city’s ability to act before every question is settled. Amara must face the possibility that telling the truth will cost her the crown. Rian must decide what representing his city means when its leaders prefer a profitable silence. Neither can build a future with the other by making ordinary people pay for it.

Beren returned to the palace carrying an empty basket.
Amara had expected another demand. Instead he placed it on the kitchen table and asked whether anyone needed it.
“My cousin has dry grain,” he said. “Not enough to supply the city. Enough to join something.”
Suri looked at the basket, then at him.
“How many cousins?”
By sunset, the covered market had become a place for promises that could be counted. Traders listed what they actually possessed, where it was stored and when they could bring it. The committee published standard purchase terms so nobody had to guess whether a private rumor would become policy.
Some merchants refused. Others insisted on payment guarantees. Nima arranged witnessed deposits within the funds the council could verify.
Nothing moved as quickly as a royal command was supposed to move.
More moved than Amara expected.
She helped record offers at a table near the entrance. People spoke to her differently now. Some were formal; some were cold. One woman asked whether she would still be queen next season.
“I don't know.”
“Then write clearly. Someone else may need to read it.”
Amara did.
Across the river, Rian organized the ferry compensation records in an abandoned ticket booth. Former crew members came with receipts, testimony and conflicting memories. He refused to combine disagreements into one convenient account.
At dusk, a licensed trader offered passage to Kavera for people joining the supply effort. Rian had no diplomatic privilege left, but he had ordinary permission to travel.
He paid his fare.
Amara saw him at the covered market the next morning, standing in a queue with a document case and two sacks of onions.
She crossed the room before remembering how many people were watching.
“You came back.”
“I was told this was where useful things were being collected.”
She looked at the onions.
“They may be more welcome than either of us.”
He smiled. It made the crowded room feel briefly still.
Then Suri took a sack from him and sent them both to work.
